People who feel seriously threatened have at least two courses of action. The first is to report the threatening conduct to the police, to see if the police will speak with your neighbor and get the conduct to stop. The second is to apply to the superior court in your county for a civil harassment restraining order, under California Code of Civil Procedure Section 527.6. The court, however, will not grant the restraining order for every little annoyance, so be sure that the problem is serious before applying.
