Information privacy of 911 call

My father recently was arrested for domestic violence. He had lapsed in his medication and had a blackout. The 911 operator who took the call knows my family from church and is a church elder. He proceeded to talk to several church members and even form a ''judicial committee'' with other church elders, using the info he got from that 911 phone call. Isn't this a breach of confidentiality? What laws set guidelines for privacy of an individual in this situation. My father lives in a fairly small community and his reputation has been smeared. The 911 operator has accused him of being drunk, which was not the case at all. What can we do to stop this abuse of personal information?

Absolutely terrible thing to happen. A complaint to the agency, and possibly a lawsuit.
