Legal Question in Civil Rights Law in California

I am inquiring as to who pays the water bill, the landlord or the tenent. I am the tenent and have been paying it til now.

This should be addressed in the rental agreement. You should take a look at yours. Usually, if it's an apartment building, the landlord pays. In a private house rental, the tenant often pays.
