Legal Question in Civil Rights Law in California

Sorry i dont which law this is under. I had sighned up for general assistants I filled out forms and i had to leave before inter view so they said they would call me for appointment. Never called me. So i go back reapply i get accepted. Now there is a quarterly for i fill out and sighn every month so i can get the ga each month. its supposed to be mailed to me. One month my worker calls and says i need to go in and fill it out because she forgot about it. So i go in and its done. The following month I call and ask her about it because i never recieved it in mail, she says she will call me back, never does but i recieve the ga. Now iam supposed to fill out and sign so did she forge my name or what. The following month same thing i never recieve the form in mail. So i have to go in they tell me to reapply and do the whole thing over. My original worker wasnt there so i got the officer of the day she tells me i have to do classes she sets up an appointment and tells me to come back to her office for the orientation, i go and i was supposed to be somewhere else. I told her she said to come to her office she said she didnt and i know what she said otherwise i wouldnt of went there. They are dicking me around for some reason and i dont appreciate it. Also i think it might be a racial thing. Me being white and the two ive been dealing with are fillipino and the other hispanic. What can i do? Im tired of people thimking they can act like this toward me and thinking i wont do anything about it. Thanks for your time. Mike
