Legal Question in Civil Rights Law in California

I left paperwork from the hospital in a vehicle that was repossessed the paper work was from when my daughter was born the day prior i tried to contact the repo company to retrieve my paperwork and they are trying to charge me 25 dollars to retrieve my paperwork is what they are doing legal if the paper work already belongs to me

Probably. There is a service charge that would be reasonable, since thye have to take some one off their work to assist you.
