Legal Question in Civil Rights Law in California

Is it legal for my girlfreind and I to be intimate with each other in my car?

We live in southern California, and were thinking of going to the top level of the mall parking garage (less people on the top floor). we are both 16, and i was wondering if anyone could say/do anything to us. we wont be having sex but will be doing (pretty much) everything else. a detailed (yet understandable) answer would be much appreciated. Thank you

If you are caught, it will be public indecency/exposure and it is a crime. Find a better place.
