Legal Question in Civil Rights Law in California

metally incompetent due to alcoholism

I have a sibling (35) who is a heavy alcoholic. I've found him on sidewalks, laundry mats, park benches passed out. My family has had him in and paid over $20,000 for sobriety programs, half way houses. This has been going on for 12 years now. My family has 2 options.

1: tough love - he'll end up dead on the streets or in prison dead.

2. Get him committed by demonstrating his metal capacity proving his incompetancy to function as a mature adult.

Question: Are there any state funded programs to committ somebody (being incompetent) and what steps must I take to explore this option. I understand this will challenge his Civil Rights.

Look up Al-Anon Family Groups, someone there can perhaps give you the best answer to your question. You could also contact the county health department, or your local office of the National Council on Alcoholism.
