Legal Question in Civil Rights Law in California

Can a natural person use any name he or she chooses? If so, how can the government force that person to use a proscribed name? Specifically, the Dept of Motor Vehicles likes to force people to use a name of DMV's choosing. Why does DMV presume to have the power to do this?
