my nieghbors dogs broke threw my fence and killed my dog, how do i go about suing them?

You would have to file a small claims action for the value of the dog, which is considered personal property. Unfortunatly, you cannot get any more. If there were any medical expenses incurred as a result of the attack you can claim them also.

In addition, I would report the incident to animal control.
