Am I obligated to hand over copies of my Drivers license or passport and credit card after a purchase has already been verified and paid by my bank via my credit card?

Here's an email I received after The Planet hosting company already accepted payment via my cc.

No. This sounds like a scam to me. I hope you receive your merchandise. You might call your credit card issuer and inform it of this request. This whole process defeats the purpose of easy online purchases. You might even dispute the charge with your card issuer and go elsewhere for the item.
