penal code section 490.5(b)(c)

im 25 years of age, and was caught stealing 3 packs of batteries (total value=$15), from Rite Aid. i filled out a form and was unable to provide any identification. received attorneys letter recently stating ''pursuant to cal. penal code 490.5(b)(C), rite aid may proceed a civil penalty claim against you, you may settle this matter by making payment to us in amount of $300 within 20 days of this letter,I think thats an extreme bizarre fine. my question- will they further continue this matter if I flat out deny ever visiting that store, since my id was never given, nor a fingerprint, ect.? im a full time student wont be able to pay this off. thank you.

You will be lucky if you are not prosecuted, and even luckier if you can ever get a job. I don't know whether paying the $300 will keep you from being prosecuted, but the amount is not unreasonable. It helps reimburse Rite Aid for the costs of catching thieves like you.
