Legal Question in Civil Rights Law in California

Please tell me can they do this?

I went to the police department to get a copy of my arrest report ,I was told to go to get a copy from the D.A. at the courthouse .Now I'm told that i have to wait until court to get a copy ! Can they do that ? How can I prepare my defense without know the charge in detail ? What are my rights and are they being violated?

The lawyer you retain will receive the reports at the first hearing, and he or she will then help you prepare a defense.
