Legal Question in Civil Rights Law in California

police harrassment
In the past year and 1/2 the same female officer has pulled me over(once while I was riding my bike!) and without asking or any probable cause-aggressivly searched me before even telling me why i was being searched. I was never charged with anything. The first time I called the police station and I was sent a letter of apology from the police dept.(for which I still have. This last time I was acually out of my car when they pulled up told me to get against the car and then she without my consent searched me and then proceeded to search my car and trunk! they made me get into the police car and detained me for 3 hours! When they finally let me go they said the reason they stopped me was for having no license in the front of my car(I have one in the back of corse! I want to file harrassment charges!!

Was this LBPD? Was this the same officer? How many times did this happen? I would like to hear more.
