The California Code of Civil Procedure provide for a list of things that must be attempted to provide legal notice. If after reasonable efforts are unsuccessful you can provide notice by placing an advertisement in a legal publication in the area of the last known address of the person you are trying to give notice too. However, in these days computer and internet programs can locate most persons you are seeking. Good luck.
