when getting pulled over by police where is the line drawn between being detained and harassment?

Those are two different concepts. The police could pull you over because you had an anti-police bumper strip on and question you to see if you committed a crime -- that would be harassment but no detenison may have occurred because you were free to go whenever you wanted. if there is probable cause to stop you, you can be detained but there is no harassment.
