Can I put my County Supervisors under citizen's arrest for breaking County Law?

Sure, if you can find a law enforcement officer willing to do so for you, and if you are willing to risk the civil lawsuit for false arrest and abuse of process that will hit you hard if your 'arrest' does not result in conviction by the DA, who is not likely to be thrilled prosecuting this claim. .
