Secretly tape recording conversations

Is it illegal in California to tape record an in person conversation (not a telephone conversation) without telling the other person they are being tape recorded?

Generally, it is illegal to record without the consent of all parties to the conversation. There are exceptions, and this is a tricky area of law. Since a violation could subject a person to civil and criminal penalties, the wisest course is not to do it, unless you have checked with legal counsel.
