My sister brought a property and wants to move in. She noticed the tenants to move within 60 days on 9/1/09. The tenants have not paid rent since 9/16/09 and moved on 9/30/09. However, they did not return the keys to my sister and my sister doesn't kwon where did they go. In this case, can my sister hire a looksmith to open the doors?

If the tenants have abandoned the property, the answer is yes. If there is any valuable property in the house when it is opened, it should be put in safekeeping for several months, and a CA lawyer consulted if there is anything to be disposed of after that time.
