Legal Question in Civil Rights Law in California

How can I speed up the process of a judge to rule on a motion? I have a motion in a civil case in a federal court that is 90 days old, and no ruling as of today.

It is not unusual for judges on the federal bench to act deliberately on motions. They often draft their own opinions and they have to go through whatever processes they've established before they're issued. If the motion is time-sensitive, i.e. if you're up against a deadline that requires a ruling on the motion, you might bring that issue to the court's attention by, perhaps, noticing an ex parte hearing to extend the time to do the thing the deadline bars, so that you're not prejudiced by the delay in issuing the ruling.
