Legal Question in Civil Rights Law in California

About two months ago, I decided to leave the Church I belogned to. I submitted my resignation with strict instructions to keep it confidential. My Bishop was somewhat upset that I wanted to disband, and went ahead and told several people, which was contary to their handbook if instruction. I asked him and his superior why they went against my wishes, they said because I choose to leave their Church. Not too long after I received mail that was addressed to me, that was received in his care, he went ahead and opened my mail and gave my personal mail to others and had them read it and hold on to it. I again asked why he was giving my mail to others and having them read it, also asked his superior. They said I had no confidentiality and because I choose to leave their church, they weren't going to respect that. The Bishop said he would handle it the same way if he had to do it over again. I had to drive over to an associates house to get my mail, I was upset that he had others read my mail and that he gave it to other people, when in the first place I asked him to keep this confidential. What can I do to seek redress, I can provide more facts if needed?
