Legal Question in Civil Rights Law in California

I've been staying with a friend on and off for the past 3 years, who is male. In the past year since he moved into this new house, I have found electronics scattered about the house which neither he nor I can account for , and they appear when we arrive back home after being out. I've heard conversations among groups of my peers outside the house plotting how they are going to set me up or what they are going to do next to try and get me in trouble. My phones disappear and are frequently interrupted, or the services on them change without my authorization. Strange people come to his door and identify themselves as solicitors, etc .....friends of mine have known issues in my life that I've not disclosed to anyone outside the home. I've received strange phone calls from enemies, as well as emails that make me look bad.

Whenever I want to go someplace on my own, I notice someone following me, always. What can I do?? This is just a brief description

You will not like this answer, but you need to see a Doctor to find out if this is fact or imagined by you. Its seems much too unlikely to be real and if you report it to the police they will think the same thing.
