Suing on behalf of the people as a whistleblower

the false claims act states''it tells you you can sue as a whistleblower to punish individuals or corporations

False Claims Act, a federal statute that encourages whistleblowers to prosecute on behalf of the government and themselves,punishing fraud and will identify you as ''relators''

So if my ex brother in law is working under the table and dccs is not taking action,can I sue my ex brother in law as a citizen without possibly incurring attorney fees. Discovery will bring out the truth. How do I list the plaintiff if I could. I do know that the false claims act is only when someone who is contracted with the govt is defrauding the govt,but technically my ex brother in law is in contract with the State DCCS by being bliged and agreeing to pay child support

Pls answer all questions,this is very important

Yours is an interesting twist on the False Claims Act. My best guess is that that law doesn't cover child support obligors who fail to report all their income.

If you were to write to your state legislators and propose a bounty for people who rat out child support obligors with under-the-table jobs or other unreported income, similar to the bounty system of the False Claims Act for whistleblowers who reveal government contracting abuses, you might be able to get a law passed.
