will you get the same answer if you file a subpoena for documents with a govt agency vs a FOIA request?

Not necessarily. The federal Freedom of Information Act (FOIA) and California Public Records Act (CPRA) each have several exceptions identifying documents that need not be disclosed. If you file a lawsuit and serve a subpoena (or, if a government entity is a party, a Request for Production [in federal court] or an Inspection Demand [in California court] and the documents that would not be disclosed under FOIA or CPRA are relevant to the lawsuit, you may be able to obtain those additional documents.
