I'm developing a web site that will use the outcome of NFL football games, member will pay ''X'' amount and a portion of the amount will go to the Web owner and the rest will be put in a pool for winning picks each week on games. at the end of the year the pool is giving in-full to the member who wins for the entire season. what legal issues am I up against. I am already in the process of obtaining use of trademarks with the NFL. but is this considered a ''Gambling'' web site? are there local and Federal licenses that will be needed if this site becomes BIG, example, if I where to charge $150.00 for one year, $50.00 to the web owner and $100.00 per member goes to the winning pool and if I were to get 10,000 members, that makes the pool One Million dollars, what if any issues will I be presented with such as gambling, taxes... ect

I think this satisfies the definitions for "gaming" and "lottery" in the California Penal Code, see sections 319-329 and 330-337z; I also doubt that the NFL is going to grant you a license to use its intellectual property.
