domain dns resolution

i have a domain that i wish to move to a difforant dns

server. but, dotster ,my registor has not done so in a

timely matter! 12 day's is to long! i read that they

have only 3 to 5 working day's to complete this transaction. your thought's on this! any legal recourse?
