Is a employer supposed to provide notice if keyloggers are installed onto the computer.

A wise employer will have an employee computer use policy to explicitly tell the employees that their computer use will be monitored. Not all employers are wise. Assuming the employer is the one doing the keylogging, the answer to your question depends on whether the employee has a reasonable expectation of privacy in his or her keystrokes. I assume not.
