how does the american law deal with the new offence of forgery with the use of computers

Forgery by means of computer is not a "new offense" at all. It is still forgery, but is committed by means of a new technology. New technologies have often made it easier to commit forgery; photocopiers are probably the most recent example before computers, but I'm sure forgers were also quick to recognize the value of other inventions like carbon paper and printing presses when they were new. The law of forgery did not need to change when those inventions came along, and it does not need to change due to the rise of computers, either.
