Linking to shows on YouTube

Is it legal to run a website that

maintains a list of links to TV shows

(CSI, Simpsons, etc) located on sites

such as YouTube, DailyMotion, etc.?

It is my understanding that the

responsibility lies with the sites

hosting the content. Is this correct?

This is not a completely settled area of law, but generally, merely linking to content hosted elsewhere is probably protected speech under the first-amendment. You may, however, be subject to take-down notices from content owners... I'd recommend compying with any takedown requests you get.
