Mandatory laptops
Can a private vocational college
require their students to purchase a
laptop from the college when enrolling
and must the the college then provide
technical support for those computers?

Sure. A private company can put any terms in its contract that they want, and you are free not to sign it. Please disabuse yourself of the notion that there is any such thing as "technical support." Either learn to administer your own box or call your Uncle Bob.
