I am a member of a Indie game company. We came up with an idea. We basically wanted to make a survival/horror game based on the Weeping Angels from the BBC show Dr. Who. What do we legally have to do to be able to use their character ideas in our game?

Depending on the substantial similar of your game to the show, you will need to obtain a license from the owners of the show's intellectual property rights.

If you want to use an existing character, you will need a license from whoever owns the rights to that character. The owner is probably (but not necessarily) the same person or entity which owns the overall rights to Dr. Who. They may be willing to give you a license if you can agree on a price, but you should expect them to demand some control over your work and your product.
