Is it legal to videotape a neighbor who is bullying my family?

In general, if they are visible to the public you can tape them.

If they're in public (or on your property), in such a way that they have no meaningful expectation of privacy, it's OK to tape them.

If you tape them in the backyard, over teh fence, or worse, through the windows of their home... you're invading their privacy.

Marginally. You can do it legally so long as you don't step over the line, literally or figuratively. No trespassing. No harrassment (ven if that's what they are doing to you; two wrongs don't make a right). Avoid invasion of privacy such as filming them nude or engaging in private behavior. Don't publicize your tapes beyond what is legitimately necessary to support your case in legal proceedings. Further, be careful; filming enemies can be provocative.
