Online Contest / Promotion
1. Is a contest must be restricted to ''LEGAL US residents'' or will ''US residents'' suffice (is there a difference)?
2. Is there a general prohibition on children under 13 to participate in contest, even if their parents give their consent?

It is impossible to answer this question without a lot more specifics, but my hunch is that you are describing an illegal lottery scheme, making the other questions moot.
