If person "A" posts images to a newsgroup, is it legal for person "B" to download these images, add them to a CD, and sell the CD?

If you own the copyright in the photos, then further copying without your consent is wrongful irrespective of whether the copy is sold or given away. However, if you have not registered your copyright in the photos, your remedies under US law are limited. Your laconic presentation of the facts makes it difficult to provide more detailed analysis.
