pictures posted with out permission

To post a picture of anyone over the internet, is permission required? If it is, and pictures are posted without the persons consent, what legal action can be taken?

Not enough facts here to give a definitive answer. Generally, permission is required for COMMERCIAL use, but if the photo is newsworthy, for one example, the first amendment may protect the publication.
