Question on putting forms on homepage that links to other sites

I am planning to add forms to my website. I look at the site's source code then I make my own forms on my website to interact with their site. Is this perfectly legal?

You haven't given much of a description of what your site will do, so it's impossible to give you much of an assessment of your liability. Depending on how your site would "interact" with other sites, you could very well violate the intellectual property rights of the other sites' owners.

You should have a lawyer review your plans in significant detail. Please feel free to contact me if you wish; I know a thing or two about this area of law and I have a degree in computer science, so I might be better able than most to evaluate your situation.
