Racism on the Internet

Racist speech and text are protected by the American constitution. However when the same offends someone in another country can the American who propagated racist thoughts through an American server be liable? Also are there different laws pertaining to an individuals website and a business website? Where can I access these laws?

the internet is a world in wires.

a thing which is acceptable in one country may be objectionable in another and the laws in that country may stop its usage in that country and the illegal act may be punished also.

there will be so many laws which will govern the usage of websites.

check information technology act 2000 (indian law)
