Is sending emails with pictures & videos found online, along with the links to the original source, a copyright infringement?

Suppose company X wants to offer a service that:

a) periodically sends emails that contain pictures found on Google or other websites and videos from YouTube. The email body will contain a preview of the pictures/videos as well as links to the original source.

b) the company plans to charge a fee for sending the emails mentioned in a)

Would this be a copyright infringement? If yes, are there any possible actions to do in order to become a legal use of the content, in this case?

You have no right to use another's copyright protected material to promote your own services or goods. It is not entirely clear what you are suggesting so I would make sure to at least discuss it over with a lawyer in private before you make any investment and perhaps set yourself up for a legal action.
