What are the Law and Punishment
for spammers? Spammers are

There are both federal and state laws. In general, you have to be able to show that the spammer used false or misleading headers.
In California, the law provids for liquidated damages of $1,000 per email in violation of California Business and Professions Code Section 17529 et seq.
