Most likely if you are in litigation or with the government.

Technically, I think the phone company's logs DO contain the information you're looking for, however to obtain that information you'd need either:
(a) a Warrant (if law enforcement action is involved), or
(b) a subpoena (if you're suing someone other than the phone company), or
(c) a discovery request for production of documents (if you're actually suing the phone company)

Whether the records exist is a question about technology, not law. Assuming that they do, whether you can get them will depend upon many factors -- especially if the records you want aren't your own.
