Reply: I think this satisfies the definitions for ''gaming'' and ''lottery'' in the California Penal Code, see sections 319-329 and 330-337z; I also doubt that the NFL is going to grant you a license to use its intellectual property.
I understand that the NFL would not grant a license, but I'm working out the specification that were given to me from the NFL to run this site so I will not violate any trademark laws. also, I have read the penal codes that were in my first reply, and I see that it would not work in CA from reading those codes. what if any can I get around this? I see football gambling sites everywhere. there is even one called ''Beverly Hills Bookie'' the site is 100% retable... how did this person get around the penal system of CA... are there any State Licenses I can request to make it Legal?

All of the internet gambling sites are located in places like Antigua or some Indian reservation in Canada. It's illegal to operate one in the US, and it may well be illegal for persons situated in the US to gamble online. Yes, what you propose to do is gambling.
