How do I get videotape from a CHP car under the California Public Records Act?
Also, how much do they charge for videotapes?

If someone was cited or arrested, the request is made under the Penal Code discovery statutes, not the CPRA (see "Fight Your Ticket").
You would make your CPRA request in writing to the California Department of California Highway Patrol in Sacramento.
I have no idea how much, if anything, they would ask for the cost of videotapes or DVDs.
