I would like the hours of operation for the public transportation subway to correspond to the closing of bars (close at 2:30 instead of 12:00). How would I go about trying to do this. Who decides this policy? Is this something that can be brought to a vote by the people or is this established by a board? How do I go about trying to get alcoholic advertising off of highways? I know this depends on the type but in generalities, how would I go about trying to do this? How would I go about trying to get cigarette companies to stop doing the ''buy one get one free''? Effectively voiding the tax to make each unit more expensive. I am young 23 so I dont know the procedure to change any of this. But I do have tons of time. Thank you. Hopefully this is in the right section.

Your idea for closing the transit system later to accommodate bar crawlers makes a great deal of sense, you could try going to a meeting of the county board of supervisors, BART, etc. and signing up to speak. Maybe they will completely ignore you, but you will learn something. Banning alcohol ads might violate the free speech rights of the advertisers, but you could try writing a letter to your state assemblyperson or representative, or attending a meeting of Mothers Against Drunk Drving or similar organization. Other ways to get involved include writing a letter to the editor of your local newspaper or going to meetup.com or craigslist.com to find groups of other people who want to change things.
