It would be easier to answer the question: "Why is the sky blue." A number of learned (and politically-inclined) men put together the constitution to be as expansive as possible to prevent the abuses suffered at the hands of King George (I believe). I'm not sure that an attorney can answer that question better than the sources that Mr. Stone suggests, though.
