How does a little guy like me sue a giant like CDCR and the State of California? Where do I start? I was ordered released from custody by Federal Courts, upheld by Ninth and Supreme. I am being held on parole for life as retaliation for winning this writ, I've been on parole for 10 plus years now. Thousands of dollars spent on getting me released 10 years ago, my funds are exhausted. How do I get a lawsuit started now? Where do I start? Who do I see?

You haven't provided enough information to offer a helpful response. For all we know, it's quite proper for you to be on parole for life. We don't know the facts of your case(s), the reasons why you won in federal court, the terms of the federal court orders, or the reasons why the state believes you should be on parole. There's no way to offer any guidance without that information.
Even if you provide the information and it reveals that you should not be on parole, that will not necessarily mean that you have a viable lawsuit against the state. That will also depend upon additional information.
