lawyer will not respond

My brother just took a plea bargin that was offered to him. 22 years for manslaughter. His lawyer was state appointed and did not even try to do a thing for him. He has never been able to read any paperwork on his case. Now that the case is over shouldnt the lawyer give him the paperwork on his case. Why would the lawyer not let him have it. I am in the prosses of trying to get copys of the court minites, but its not so easy and it cost alot of money. The lawyer will not return any phone calls and for whatever reason does not want my brother to have the paperwork. Can a lawer keep it and not give it to his client?Help what can we do?

Too bad he used a court appointed lawyer, you get what you pay for. He might still be able to retain private counsel and have the guilty plea set aside.
