Is it legal for a neighbor to point webcams only at your property at your bedroom window and at your driveway. is that some kind of invasion of privacy? they don't have cameras pointed anywhere else on their house

It is legal for them to record by camera anything that could be seen by a person standing in the location of the camera. It is also legal for them to "zoom in" on any place that is outdoors (with some exceptions related to celebrity stalking by paparazzi). It would be illegal for them to use any optical or electronic visual enhancement technology to look into your house. So if they are zooming in to the window, that would be illegal.
