Let's say I wish to take a photograph of a public square. Would it be legal to set up a 12' ladder on the sidewalk and climb up it with my camera?

Setting up and climbing a 12-foot ladder, and then using your hands to steady the camera, would be dangerous both to yourself and to others, and you might well be required by local ordinances to obtain a film permit and to show proof of liability insurance. Roofers, tree trimmers, and Christmas-light hangers get killed and paralyzed every day in industrial accidents. You might want to become an employee of your photography business and buy workers' comp insurance. Back surgery is expensive.
