Legal Question in Constitutional Law in California
Is a plea agreement a legal binding contract on the state especially after spending 16 years in prison. I have finished my term in prison and I am on parole but the state has created new laws since I took my plea agreement and want to continue punishment.

I presume you're referring to Megan's law, which requires sex offenders to register. The courts have held that requiring registration is not a form of punishment and therefore does not increase the penalty for crimes committed earlier.
