Legal Question in Constitutional Law in California
I want to know if I could sue the US Postal service and my mailman, because my mailman signed my very own first and last name for a of certified letter that was coming to my house, which I intended to NOT sign for. The mailman has already admitted it to his supervisor that he did in fact did sign for it in my name. I want action to be taken. Can I sue?

Yes, you may sue but what are your damages?
Like Mr. Tashjian, I wonder how you were harmed by the letter carrier's actions. When a judge or jury awards damages, they usually award an amount that they believe offsets the harm which the defendant caused to the plaintiff. It's not clear that you have been damaged at all, let alone seriously enough to justify a lawsuit. I might see things differently if I had more information.
