A ''Takings'' Appeal

If the Federal District Court denies a stay in its final ruling, how long will it take to get one from the Circuit Court of Appeals?

It's a rent control case of a taking and the lives of 396 families living in mobile homes are affected by this.

The rent will be tripled and almost all will lose their homes.

Would this be considered an ''emergency'' to the Appeals Court and would that decrease the time it would normally take get a stay? If so, then how long would that take?
